A penalty fee would have to be paid if the author chose to withdraw an article after it had been accepted (but not yet published). It is not appropriate for authors to withdraw an article without justified reasons, after it has been submitted for peer-review. The withdrawal process is considered to have completed after the authors receive confirmation of withdrawal from the journal’s Editorial Office.
